The Federal Rules of Evidence, specifically section 701, 702 and 703, govern the admissibility of testimony by expert witnesses. The Daubert decision has changed acceptance of some testimony but the application of Daubert has not been uniform throughout the courts, some applying it to non-scientific evidence.
Proposed changes have been made to these expert witness rules which would dramatically effect the admissibility of expert testimony and which would hopefully provide a uniform standard for courts to apply.
