The Coast Guard's Navigation and Vessel Inspection Circular (NVIC) 8-94 dated 4 October 1994 provides answers to various questions regarding Federal pilotage requirements.
The Coast Guard stated that regulations concerning pilots have been under revision since about 1980. There have been numerous changes and thus they feel interpretations and guidance is needed.
The circular is in a question and answer format. Examples of several questions are, "Do 'laid up' vessels require pilots when they are towed?"; "Who may serve as a Federal pilot?'.
