OIL POLLUTION ACT OF 1990 (Fall 93)

Those interested in keeping up with the Coast Guard's activities with respect to the Oil Pollution act of 1990 (OPA 90) can receive an update newsletter from Coast Guard at no cost. The March 1993 newsletter contains a very interesting article explaining that OPA 90 does apple to fishing vessels dispensing fuel oil. In the Pacific Northwest, and perhaps elsewhere, processing vessels, tenders and fishing vessels may provide fuel to other vessels. When they do so, they fall under OPA 90 requirements unless exempted by a recently passed law for certain vessels of not more than 750 gross tons. How these requirements apply is discussed in the newsletter.
