The March 1993 newsletter contains a very interesting article explaining that OPA 90 does apple to fishing vessels dispensing fuel oil. In the Pacific Northwest, and perhaps elsewhere, processing vessels, tenders and fishing vessels may provide fuel to other vessels. When they do so, they fall under OPA 90 requirements unless exempted by a recently passed law for certain vessels of not more than 750 gross tons. How these requirements apply is discussed in the newsletter.
