The National Transportation Board (NTSB) published a report, Safety Study-Recreational Boatsin April 1993. The report reviews recreational boating accident reporting, alcohol involvement in recreational boating, use of personal floatation devices ("life jackets"), and boat operating skill and knowledge. The NTSB recommends consideration of requirements such mandatory use of personal flotation devices for children, demonstration of operator knowledge of safe boating rules and skills, operator licensing, requirements for a chemical test to determine alcohol concentration of all operators involved in a fatal boating accident or suspected of being impaired, and improved accident reporting requirements.
The Maritime Law Association Recreational Boating Committee has published a book, Recreational Boating Law. While written for lawyer, the treatise is very readable and could profitably be read by consultants and those who are involved in the recreational boating field.
