The Coast Guard published a Notice of Proposed Rule Making on Fishing Vessels in then Federal Register on 19 April 1990. The proposed regulations will implement the Commercial Fishing Industry Vessel Safety Act of 1988.
These include equipment required to be carried, construction requirements for vessels built or which undergo a major conversion after the effective date of the regulations, and stability requirements. The stability requirements are meeting stiff objections, particularly from smaller vessel owners.
